The Most High Emperor in His Infinite Mercy has deigned to bestow a small munificence upon the toilers of his land. This rebate will siphon off a little scratch from the ginormous surplus in His Eminence’s coffers. And in His Supreme Majesty’s wisdom the rest will be saved for a rainy day.
